Here are highlights of the August 17 candidates' forum for Congressional District 4, organized by PeaceAction Montgomery, in which incumbent Albert Wynn and challenger Donna Edwards presented their contrasting points of view on foreign policy:
Question: What is your position on pre-emptive war?
Wynn: Opposes pre-emptive war under the Bush administration, because you cannot trust the intelligence provided by the Administration. However, in some cases, there are reasons for pre-emptive war, such as in Czechoslovakia in the 1990s; under this administration, he is opposed to it.
Edwards: Pointed out that Wynn voted in favor of pre-emptive war under the Bush administration when he voted for the Iraq war. She said she thinks it was extremely dangerous for the U.S. to go down this road of pre-emptive war. We need "to reconstitute our confidence in multilateral engagement to fight for peace instead of war."
Question: When should troops be withdrawn from Iraq?
Wynn: Pull-out 30,000 to 40,000 troops beginning this fall, with an immediate pull-back from the cities.
Edwards: Supports an immediate withdrawal of troops from Iraq, with international peace keepers and Iraqis assuming control. She said, "There is no question that we must do it, and we must do it now. It is time to get out of Iraq now."
Question: Would you support an end of appropriations for military deployment in Iraq?
Wynn: Only if it were possible to segment out support for the troops, which is not possible under this administration.
Edwards: Supports the McGovern bill, now in Congress, that would deny the use of appropriations for military deployment in Iraq, while funding the safe withdrawal of U.S. troops, reconstruction, and an international peacekeeping force.
Question: Is it the responsibility of the U.S. to rebuild Iraqi infrastructure to pre-war levels?
Wynn: We are obligated to rebuild IF the Iraqis want us to--if the Iraq government asks us to. The Iranians also ought to pay a part of the reconstruction cost since they are causing a lot of the sectarian violence.
Edwards: It is the responsibility of the U.S. (and really, the entire world) to stabilize Iraq and make sure that the government has the infrastructure to run a civil society.
Question: Would you support a Congressional investigation that could lead to impeachment?
Wynn: Would support a Congressional investigation related to the president's abuses of the FISA legislation, that could lead to impeachment.
Edwards: Pointed out that Wynn voted against a bill that would have led to hearings on the war and to accountability, including possibly impeachment--this is totally unacceptable. "Democrats have sat in silence while this administration abrogated civil rights and human rights. It is time for Democrats to stand up united to get the process of oversight started."
Question: What role should the U.S. play in supplying armaments to Middle Eastern countries?
Wynn: The U.S. supplies weapons to its allies, including Israel, Egypt, Saudi Arabia, and Jordan. These allies want weapons, and we want their cooperation. The first criterion for providing weapons should be that the weapons are defensive ones.
Edwards: Supports a reduction in armaments, in the U.S. and throughout the world. The escalation of armaments is causing great danger everywhere. This does not mean that the U.S. should not help counties that are incapable of protecting themselves; unfortunately, that is not what is happening in the arms race.
